Head of Technical Programme

About the role

World Vision Laos is seeking a senior leader to design, implement and oversee technical programmes that advance child well‑being in line with the country strategy. The Head of Technical Programme will guide a multidisciplinary team to deliver high‑impact interventions for the most vulnerable children.

Key responsibilities

• Develop and implement technical programmes aligned with the Country Strategy, ensuring maximum impact for vulnerable children.
• Provide contextualised programme models, tools, operational guidance and capacity‑development plans, and monitor their execution.
• Equip and update technical staff at national and field levels to meet global standards.
• Analyse child well‑being data, produce progress and impact reports, and support audits, reviews and learning activities.
• Monitor strategic landscape, advise Programme, Operations and Impact teams, and manage reputational and operational risks.
• Engage external stakeholders and peer agencies to create partnership opportunities and represent WV Laos with donors, government ministries and partners.
• Contribute to the development and monitoring of the National Strategy, Annual Business Plan and Multi‑Year Plan.

Required profile

• Extensive experience in designing and managing technical programmes for child welfare or related humanitarian sectors.
• Proven ability to lead and develop technical teams across national and field contexts.
• Strong analytical skills for data‑driven programme monitoring and reporting.
• Experience in stakeholder engagement, partnership development and advocacy.
• Ability to navigate complex strategic environments and mitigate risks.
