Business Development & MEAL Manager

About the role

The Business Development & MEAL Manager will lead the design and implementation of monitoring, evaluation, accountability and learning systems for Action Education Laos while supporting strategic partnership building and fundraising. Reporting to the Country Director, the role ensures evidence‑based decision‑making, donor confidence and continuous improvement across all education projects.

Key responsibilities

• Support the Country Director in partnership development, fundraising, policy dialogue and donor engagement across corporate, national and international stakeholders.
• Lead the design, integration and oversight of MEAL strategies that meet global standards, donor requirements and national policies.
• Manage data collection, analysis and reporting, producing high‑quality dashboards, analytical reports and donor submissions.
• Ensure robust accountability mechanisms, including beneficiary feedback and complaint systems.
• Build MEAL capacity of staff and partners through training, coaching and mentorship.
• Represent Action Education Laos in MEAL‑related forums, donor meetings and technical working groups.

Required profile

• Master’s degree in statistics, social sciences, international development or related field (or a bachelor’s with extensive experience).
• 5–7 years of progressive experience in business development and MEAL, preferably in the education sector.
• Proven expertise in political economy analysis, concept note and proposal writing (technical and financial).
• Fluency in Lao and English, both written and spoken.
