End-of-Project Evaluation Consultant for SABEL Phase II

About the role

The consultant will lead the independent end‑of‑project evaluation for the Scaling‑Up Access to Basic Education in Lao PDR (SABEL) Phase II programme. The evaluation will assess relevance, coherence, efficiency, effectiveness, impact and sustainability using OECD‑DAC criteria and will address cross‑cutting issues such as gender, ethnicity and disability.

Key responsibilities

• Conduct a desk‑review of all project documents, baseline studies and related reports.
• Prepare a detailed inception report outlining evaluation methods, tools, data‑collection instruments and work plan.
• Review, update or develop qualitative and quantitative tools (FGDs, KIIs, surveys) to measure outcomes and indicators.
• Train enumerators on data‑collection techniques and ensure adherence to quality standards.
• Lead field data collection, data entry and statistical/qualitative analysis.
• Draft a comprehensive evaluation report with findings, lessons learned and recommendations.
• Prepare presentation slides in English and Lao for ChildFund and stakeholder briefings.
• Incorporate feedback, finalize the report and submit all raw data used.

Required profile

• Master’s degree in Education, International Development, Monitoring & Evaluation or a related field.
• Minimum five years’ experience conducting evaluations or research in developing countries, preferably in South‑East Asia.
• Proven experience in the development sector, especially with INGOs or similar agencies.
• Strong background in monitoring & evaluation, impact studies and both quantitative and qualitative research methods.
• Extensive experience in primary education programmes and teacher‑training contexts.
• Ability to work effectively in multicultural settings and with ethnic minority communities.
