Finance Officer – Global Health Security

About the role

The Finance Officer will support the EpiC Laos Global Health Security team in managing finances, budgeting, reporting and compliance. This position ensures accurate accounting, timely payments and proper documentation while working closely with program staff, sub‑award partners and the FHI 360 Laos country office.

Key responsibilities

• Prepare and review project activity budgets and financial pipeline reports.
• Monitor spending against approved budgets and donor/FHI 360 requirements.
• Produce monthly financial reports and assist with quarterly pipeline updates.
• Review accounting transactions, ensure correct coding, and perform reconciliations for bank accounts and vendors.
• Support timely payment of statutory obligations in line with local laws and FHI 360 policies.
• Assist in developing national and provincial‑level budgets for GHS activities.
• Provide budgeting support for sub‑awardees and basic financial capacity building.
• Review sub‑awardee monthly financial reports and conduct scheduled financial review visits.
• Conduct pre‑award assessments for new partners and help them interpret FHI 360 and US government financial rules.
• Support grant and financial reviews, including audits, and ensure follow‑up on recommendations.
• Review vendor selection documents and payment requests for compliance with procurement and cost principles.
• Maintain financial documentation in accordance with audit standards.
• Coordinate with banks regarding statements, checks and project accounts.

Required profile

• Experience in financial management, budgeting and reporting for donor‑funded projects.
• Familiarity with compliance requirements of FHI 360, US government donors and local regulations.
• Ability to work collaboratively with program, operations and sub‑award partners.
• Strong attention to detail and ability to maintain accurate financial records.
