MEAL and GIS Officer

About the role

Save the Children International (SCI) in Laos, together with the World Mosquito Program and the Lao Ministry of Health, implements a dengue-reduction project in Vientiane Capital and other provinces. The MEAL and GIS Officer, based in Vientiane and reporting to the MEAL and GIS Senior Coordinator, supports the project's GIS, core data systems and field data management, prepares weekly maps for mosquito-release activities and helps colleagues and Village Health Volunteers use mobile apps and digital tools. The post is fixed term (1 year, with possible extension).

Key responsibilities

• Work with field and laboratory staff to ensure field data are complete, accurate and timely.
• Maintain project mobile devices and give technical support to partners and field teams, including preparing and uploading maps for field use.
• Keep the central data platform synchronized and support the use of the core data system.
• Manage SCI SharePoint and Google Drive document libraries.
• Validate, clean and analyse data, including participant tracking lists disaggregated by sex, age, location and disability status.
• Support the line manager with MEAL activities, donor and project reports, and advance requests, liquidations and returns.
• Support the feedback and reporting mechanism and incident management system, and monitor progress against project targets.
• Travel regularly to project sites and perform other duties assigned by the supervisor.

Required profile

• Bachelor's degree or equivalent in GIS, computer science or a related field; research methods or monitoring and evaluation qualification desirable.
• At least 2-3 years' experience in data and GIS management at a recognised institution.
• Experience in project monitoring and evaluation and in implementing a dengue or other health project.
• Experience managing complex information in a medium to large organisation, ideally with an international focus.
• High-level spoken and written English.

Required skills

• Desktop GIS (e.g. ESRI suite, QGIS) and a database platform (e.g. SQL Server, PostgreSQL).
• Data visualisation software (e.g. R, Prism) and Google G-Suite management.
• Geospatial analysis, data analysis and visualization, or maintenance of relational databases.
