Operation Manager

About the role

The Ministry of Education and Sports in Laos is seeking an Operation Manager to lead the implementation of the Global Partnership for Education System Transformation Grant (STG) for the Foundational Learning Improvement Project. Based in Vientiane, the role ensures the project runs efficiently, complies with Save the Children and GPE standards, and supports disadvantaged communities across five provinces.

Key responsibilities

• Provide overall operational leadership for finance, logistics, procurement, administration, and human resources functions linked to the STG.
• Ensure compliance with Save the Children (SCI) and GPE standards, including child safeguarding policies.
• Coordinate activities between Save the Children, the Ministry of Education and Sports, and sub‑national implementing departments.
• Act as FLIP Team Leader during periods of absence, maintaining continuity of project implementation.
• Represent the FLIP program in internal and external meetings with senior MoES officials, development partners, and donors.
• Maintain alignment of technical, operational, and financial workstreams with the project workplan.

Required profile

• Understanding and adherence to the Child Safeguarding Policy, Code of Conduct, and related procedures.
• Willingness to report any suspicions of child abuse.
• Ability to adapt working hours and responsibilities during humanitarian emergencies.
• Strong leadership and coordination skills to manage cross‑departmental teams.
