Operations Manager – Education Project (Vientiane)

About the role

We are seeking an Operations Manager to lead the implementation of the Global Partnership for Education System Transformation Grant (GPE‑STG) for the Foundational Learning Improvement Project in Vientiane, Laos. The role will ensure efficient, effective and compliant delivery across finance, logistics, procurement, administration and human resources, working closely with the Ministry of Education and Sports (MoES) and Save the Children.

Key responsibilities

• Provide overall operational leadership for the GPE‑STG project, overseeing finance, logistics, procurement, administration and HR functions.
• Ensure compliance with Save the Children and GPE standards, including child safeguarding policies.
• Coordinate cross‑departmental activities between SCI, MoES and sub‑national implementing partners.
• Act as FLIP Team Leader during absences, maintaining continuity of project implementation and representing the programme in senior meetings.
• Monitor budgets, financial reporting and procurement processes to guarantee timely and transparent use of grant funds.
• Support continuous professional development for primary teachers and other project components as required.
• Adapt working hours and duties in response to major humanitarian emergencies.

Required profile

• Demonstrated experience in managing multi‑disciplinary operations for large‑scale development projects.
• Strong understanding of child safeguarding policies and ability to enforce them.
• Proven ability to work with government ministries, NGOs and donor agencies.
• Excellent coordination and decision‑making skills, especially in high‑pressure environments.
