Project Officer – District Level (Khammouane, Lao PDR)

About the role

We are seeking a Project Officer to implement community and school preparedness activities in three districts of Khammouane Province, Lao PDR. Reporting to the Senior Project Coordinator, the officer will be the primary project presence at district level, working closely with local authorities, the Lao Red Cross and community groups.

Key responsibilities

• Plan and deliver Result 1 and Result 2 activities in Xebangfay, Mahaxay and Nhommalath districts according to schedule and quality standards.
• Organise and facilitate community and school trainings, drills, simulations and participatory planning exercises.
• Support the development, testing and use of preparedness plans, standard operating procedures and school‑based warning triggers.
• Lead risk and hazard mapping, inclusive participatory planning and engagement of children, teachers and vulnerable groups.
• Maintain day‑to‑day liaison with district authorities, disaster management committees, Labour and Social Welfare and the Lao Red Cross.
• Contribute evidence, case studies and lessons learned to national and regional dissemination workshops.
• Activate crisis‑modifier protocols during emergencies, conduct rapid assessments and support community‑level response.

Required profile

• Understanding of the Child Safeguarding Policy, Code of Conduct and local procedures, with a commitment to report any suspicion of child abuse.
• Ability to work flexible hours and respond to humanitarian emergencies outside normal schedules.
• Strong relationship‑building skills with district officials, NGOs and community members.
• Experience in capacity building for local disaster management units (VDPU) and field implementation.
