Consultant – Social & Human Sciences (SHS) – Lao PDR

About the role

The Consultant – Social & Human Sciences (SHS) will support a joint UNFPA‑UNESCO‑ILO programme aimed at improving livelihoods for vulnerable youth in Lao PDR. Working from the field office, the consultant will provide evidence‑based analysis and policy advice to design and implement interventions in eco‑tourism, hospitality and the creative industries.

Key responsibilities

• Conduct sector‑specific labour market analyses to identify skill gaps and employment opportunities for youth.
• Develop and recommend flexible learning pathways, training modules and policy measures aligned with national development goals.
• Engage with government agencies, local NGOs, private sector partners and community groups in Savannakhet and Luang Prabang.
• Prepare analytical reports, briefing notes and advocacy materials for senior programme managers and partner agencies.
• Monitor programme implementation, track indicators and contribute to mid‑term and final evaluations.

Required profile

• Advanced university degree in Social Sciences, Human Sciences, Development Studies, Economics or a related field.
• Minimum 5 years of professional experience in youth employment programmes, labour market analysis or related policy work, preferably in Southeast Asia.
• Strong analytical, writing and presentation skills in English; knowledge of French is an asset.
• Demonstrated ability to work collaboratively with multi‑stakeholder teams and adapt to field conditions.
