Senior MEAL Officer

About the role

The Senior MEAL Officer will lead monitoring, evaluation, accountability and learning for the ECHO‑funded Lower Mekong Early Warning and Anticipatory Action programme in Lao PDR. Based in Vientiane, the role ensures high‑quality data collection, robust indicator tracking and that community feedback drives adaptive management.

Key responsibilities

• Develop and maintain the country MEAL plan aligned with the project results framework.
• Mentor project officers and government staff on timely, quality data collection, analysis and reporting.
• Maintain the Indicator Performance Tracking Table (IPTT) and Performance Indicator Reference Sheets (PIRS) and manage MEAL data in the PRIME system.
• Design and implement household and school surveys, focus group discussions and quality‑benchmark checklists.
• Ensure data entry, validation and disaggregation by sex, age, disability, ethnicity and location.
• Conduct data quality assurance and analyse quantitative and qualitative data to track progress.
• Establish and manage child‑ and disability‑sensitive feedback and complaints mechanisms.
• Travel regularly to project sites and support emergency response as needed.

Required profile

• Proven experience in MEAL, monitoring and evaluation, or related fields, preferably in humanitarian programmes.
• Strong understanding of child safeguarding policies and ability to report concerns.
• Willingness to travel frequently within Lao PDR and adapt working hours during emergencies.
• Excellent analytical mindset with attention to data quality and inclusivity.
