Project Finance Officer

About the role

WWF-Laos is looking for a Project Finance Officer based in Salavan District, Salavan Province, with travel to other places. The officer supports the financial needs of projects located in provinces, ensuring transparency, accuracy and compliance with WWF Laos and the WWF network financial systems, policies and procedures, as well as local legal requirements.

Key responsibilities

• Enter data accurately in Oracle and GMS, including project coding and financial uploads, following the steps and timelines set by the regional finance team and line manager
• Help develop, monitor, review and update project finance and accounting work plans
• Give technical guidance and capacity building to project staff, partners and government counterparts on finance compliance
• Support the management of third-party contracts, including tracking closing dates and following up on extensions
• Prepare monthly, quarterly and annual financial reports, record daily transactions and prepare calls for funds
• Prepare bank transfers and process payments on time, and support annual budget preparation and staff cost allocation
• Create task codes in the Grant Management System (GMS) and assist the Senior Project Finance Officer with due diligence, compliance gap analysis, internal control spot checks and expenditure cross-checks
• Lead the project financial audit, monitor outstanding advances and follow up on clearance
• Keep finance documents complete at the field office and upload them to SharePoint, and handle ad hoc tasks during peak reporting periods

Required profile

• Bachelor's degree in finance and accounting, business management, business administration or a relevant field
• 3 years of experience in finance and accounting administration, particularly budgeting, with international NGOs is desirable
• Good command of written and spoken English

Required skills

• Thorough understanding of local finance and accounting systems and laws
• Basic knowledge of international finance and accounting standards
• Advanced or excellent proficiency in MS Excel
• Good understanding of finance and accounting practices in INGOs in Laos
• Proficiency in accounting software (Oracle) preferred
