Consultant – Stakeholder Mapping & Data Collection for Climate Mobility

About the role

The International Organization for Migration (IOM) is seeking a consultant to lead stakeholder mapping and data collection for a situational assessment on climate‑related mobility, disaster risk and response in the Lao People’s Democratic Republic. The assignment will support evidence‑based planning to address increasing climate‑driven floods, droughts and displacement.

Key responsibilities

• Identify and map relevant stakeholders across government, academia, civil society and local authorities involved in climate mobility and disaster risk.
• Design and implement data‑collection tools to gather quantitative and qualitative information on migration patterns, disaster impacts and response mechanisms.
• Analyze existing data systems, assess gaps and propose recommendations for improving data coherence and methodological consistency.
• Provide technical support and capacity‑building guidance to partner institutions for data management and analysis.
• Prepare concise briefing notes and a comprehensive report summarizing findings and actionable recommendations.

Required profile

• Advanced degree in environmental studies, migration, disaster risk management, geography or a related field.
• Proven experience conducting stakeholder analyses and field data collection in climate‑affected contexts.
• Familiarity with the Lao PDR context and its climate‑related challenges is an asset.
• Strong analytical and report‑writing skills, with ability to synthesize complex information for diverse audiences.
