International Consultant – Digital Skills in TVET

About the role

UNICEF is seeking an International Consultant to lead the digital skills and digital literacy component of a three‑year TVET project in Lao PDR. The consultant will work from the UNICEF office in Vientiane for a 12‑month fixed‑term assignment, supporting teachers, students and career guidance services.

Key responsibilities

• Design and implement digital skills training modules for TVET teachers and learners.
• Strengthen digital literacy and entrepreneurship support within selected TVET institutions.
• Coordinate with the European Union, Ministry of Education and Sports, and other partners to align activities with national digital education strategies.
• Monitor and evaluate the impact of digital interventions on TVET enrolment and school‑to‑work transitions.
• Produce reports and documentation for UNICEF, EU and Lao government stakeholders.

Required profile

• Relevant university degree or equivalent experience in education, digital learning or related fields.
• Proven experience working on TVET or vocational education projects, preferably in a development context.
• Strong understanding of digital transformation in education and its link to employability.
• Excellent communication and stakeholder‑engagement skills.
