National Expert – Rural Finance & Financial Inclusion (Lao PDR)

About the role

Cedratech Consulting Services Ltd. is assembling a team for a donor‑funded assignment in Lao PDR to assess rural financial service providers and design a partnership model that channels cash grants to young farmers launching agricultural businesses. The role involves 15 working days of in‑country fieldwork over a 12‑week period across multiple provinces.

Key responsibilities

• Map and consult banks, micro‑finance institutions, savings and credit unions, village funds and mobile‑money providers in target districts.
• Lead consultations with rural youth beneficiaries, government counterparts and development partners.
• Contribute national evidence to the context analysis and partnership model, and present findings in Lao.

Required profile

• Bachelor’s degree in finance, economics, business administration or a related field.
• At least five years of experience in financial services or financial inclusion in Lao PDR.
• Minimum two years of stakeholder consultation, fieldwork and contextual analysis.
• Experience in agricultural services and with rural youth is strongly valued.
• Fluent Lao and working proficiency in English.
• Commitment exclusively to the assignment upon contract award.
