Senior Ports and Shipping Specialist (Consulting)

About the role

NTU International is seeking a Senior Ports and Shipping Specialist to join its team of experts supporting the Global Gateway Transport and Urban Facility 2 project. The role focuses on delivering technical, policy and investment assistance for maritime and inland waterways infrastructure in partner countries across Sub‑Saharan Africa, Latin America, the Caribbean, and Asia‑Pacific.

Key responsibilities

• Identify, prepare and implement port, maritime and inland waterways projects.
• Conduct feasibility studies, technical assessments, project design reviews and investment analyses.
• Support port and logistics master planning, connectivity planning and multimodal transport integration.
• Advise on procurement, tendering, implementation supervision, operation and maintenance planning.
• Promote sustainable maritime transport, port decarbonisation, energy efficiency and electrification of port operations.
• Integrate green port infrastructure, circular‑economy approaches and climate‑resilience measures.
• Contribute to policy, regulatory and institutional reforms and build capacity of public and port authorities.
• Coordinate with public authorities, IFIs, development partners and other stakeholders.

Required profile

• Master’s degree or equivalent in maritime engineering, maritime sciences, port engineering, transport or a related field.
• Extensive experience in maritime and inland waterways sectors, preferably in international development contexts.
• Proven ability to lead technical assistance missions and deliver high‑quality analyses.
