Head of Award and Donor Compliance

About the role

The Head of Award and Donor Compliance will lead the full award cycle for Save the Children’s country office in Vientiane, ensuring that donor funding is aligned with strategic objectives and delivered in full compliance with donor requirements.

Key responsibilities

• Oversee award planning, proposal development, budgeting, implementation, reporting and close‑out.
• Manage compliance with complex donor regulations, ensuring timely approvals, accurate documentation and adherence to the Scheme of Delegation.
• Conduct risk assessments, monitor operational risks and lead mitigation actions.
• Build capacity of staff and partners on donor compliance and award management.
• Coordinate internal and external reporting schedules and monitor the Right First Time (RFT) KPI.
• Support sub‑grant processes, including legal vetting and capacity assessments, to meet Save the Children and donor policies.
• Contribute to the development of best‑practice systems and processes at country and global levels.

Required profile

• Extensive experience in award management, donor compliance and risk management within the humanitarian or development sector.
• Strong understanding of child safeguarding policies, code of conduct and local procedures.
• Proven ability to lead cross‑functional teams and build capacity in staff and partners.
• Flexibility to work outside normal hours during major humanitarian emergencies.

Required skills

• Knowledge of donor compliance frameworks and reporting requirements.
• Experience with risk assessment tools and KPI monitoring.
• Capacity‑building and training delivery skills.
