Gender and Ethnic Minority Officer

About the role

The Gender and Ethnic Minority Officer will support the Ca‑Ma transboundary water project, ensuring that gender equity and social inclusion (GESI) are fully integrated into all project activities across Vietnam and Lao PDR. This is a fixed‑term position based in the IUCN Country Office in Vientiane.

Key responsibilities

• Develop and implement a Gender and Ethnic Minority Action Plan for the project.
• Conduct gender analyses, action planning and mainstreaming throughout the project lifecycle.
• Apply GESI strategies across all project components, including work plans and budgets.
• Review project outputs (Transboundary Diagnostic Analysis, Strategic Action Programme, National Action Plans) for compliance with gender and inclusion standards.
• Assess reports, monitoring frameworks and evaluations to ensure gender sensitivity.
• Coordinate with national coordinators and government counterparts in Vietnam and Lao PDR.

Required profile

• Demonstrated experience in gender equity and social inclusion within environmental or water‑resource projects.
• Ability to conduct gender analysis and develop action plans.
• Familiarity with transboundary water initiatives and related stakeholder environments.
• Strong analytical skills and attention to detail.
• Fluency in English; knowledge of local languages is an advantage.
